REGISTRATION
Teams may check in either Friday evening, or Saturday at least 1 hour before scheduled play at the Lehigh County Sports Fields Pavilion. Failure to check in will result in automatic disqualification (without a refund of the fee) from the Tournament.
At registration, teams should provide a phone number of a designated contact person who can be reached at any time.
At Registration, teams must provide the required credentials.
US Club Teams
« US Club Roster and 2 copies
« Valid US Club Players Passes
« Current US Club signed Medical Release forms for every player
US Youth Soccer Teams
« Original State Approved Roster and 2 copies
« Validated US Youth Soccer Player Passes
« Current, signed Medical Release for every player – forms do not have to be notarized.
« Permission to Travel – Region 1 does not require a Permission to Travel, except for Connecticut and New Jersey. Teams from these two statesmust provide a Permission to Travel. All other teams, not from Region 1, must providea Permission to Travel.
« Guest Players – Player Pass, Medical Release and Guest Player forms as required by your state association
TEAM and PLAYER ELIGIBILITY
Teams may register a maximum of:
18 players [U11-19G, U11-14B] 11 v 11 play
14 players [U9, U10 G/B, U11 8v8 if offered] 8 v 8 play.
A team may use up to 3 guest and or secondary players up to 18 player maximum. Secondary players are guest players. A player can play only for one team and one team only. Each team must be registered with a single National Soccer Association affiliated with USYSA/USSF and must present a valid stamped and signed roster.
Rosters for the 2009 LVU Lou Ramos Classic must be validated for the 2009-2010 Seasonal Year.
RULES OF PLAY
FIFA Laws of the Game will apply except where noted below. Rules and/or interpretations provided by USSF and the Tournament Director will be incorporated.
Check-in before match
A team forfeits the match if they fail to report within five minutes of their match start time.
Duration of Games & Overtimes, by Halves, and Ball Sizes are as follows

**Group play games tied after regulation will remain a tie, no overtime will be played.
** Semi-Final or Final games tied after regulation will play two equal overtime halves to their conclusion. If a tie still exists after overtime halves in Semi-Final or Final, FIFA Penalty Kick will immediately follow game and determine the winner.
**Off sides will be called in all full sided and small sided games.
Half Time will be exactly five minutes. Substitutions
Teams may substitute with the referee’s permission and only at the following times during all play:
« Possession of a throw-in
« Either team’s goal kick
« Either team scores a goal
« At half-time and/or start of overtime periods
« In case of injury, the other team may substitute one player
« After a player receives a caution, player’s coach may substitute for player
Players Equipment
It will be at the Referee’s discretion to determine the safety and suitability of player equipment including the wearing of an orthopedic cast or hard brace. Shin guards are mandatory for all players.
Team Field Position
Teams must sit on opposite sides of the field. All spectators must take a position on the same side of the field as their team and remain behind the dasher lines. No spectators are allowed behind goal areas.
Player, Coach, Bench Personnel and/or Spectator Behavior
« All listed above are expected to conduct themselves in a manner consistent with the spirit, as well as, the Laws of the Game.
« Coaches are responsible for the actions of the team’s players, bench personnel, and spectators.
« Coaches and/or Players sent off from a match (red card or two yellow cards) will not be allowed to participate in the next match, and used for awarding points.
« A player or coach sent off for violent conduct or serious foul play may be subject to further sanctioning. Anyone assaulting a referee will be expelled from the tournament.
« If in the opinion of game officials, a game must be suspended for any reason, the game may be resumed but is subject to being ended not less than five (5) minutes prior to the scheduled start of the next game. If in the opinion of game officials, a game must be terminated for misconduct of players, bench coaches, or spectators, the offending team could be suspended from further play and forfeits that game and all remaining games. All previous points earned remain as played. Additionally, the home league and State Association will be contacted as appropriate.
« A player registered to play with only one team.
Determining Winners
Teams will be awarded points on the following basis:
« Three (3) points for each Win
« One (1) points for each Tie
« Zero (0) points for each Loss
« Minus one (-1) for each player or coach sent off
« Failure to report ready to play within five minutes of scheduled kick off time, failure to check in at registration, or causing a terminated game will result in a team forfeiture, 0-1. The other team will be awarded three (3) points
After bracket play, if tied in points, advancement to Semi-Final will be determined:
1. The winner in Head to Head competition
(If there is a 3 team tie, proceed to the next tie breaker)
2. Goal Differential, maximum of +/-4 per game
(Team wins 4-0, only gets 4 points, losing team gets -4)
3. Fewest Goals Against
4. Most total Wins
5. Most Shut Outs
6. If a tie still exists, FIFA Penalty Kicks (15 minutes prior to Semi-Final)
Home Team
The team which appears first on the game schedule. The Home Team will supply the game ball, unless supplied by the Tournament. The game ball will be subject to Referee approval. The Home Team will be required to switch to alternate jerseys to accommodate a color conflict as declared by the referee
Referee Assignor
The assignor must be approved by the governing soccer associations and only registered USSF referees will be permitted to officiate. Three referees will be supplied for all 11 v 11 matches. One referee will be supplied for all 8 v 8 matches.
Inclement Weather:
The Tournament Rules Committee reserves the right to make the following changes in the event of inclement weather:
« Relocate and/or reschedule a match.
« Change a division structure.
« Reduce scheduled duration of a match
« Cancel a match
« Any matches that are stopped due to weather will be considered completed if one half of play has occurred. The score shall be final at the point that the field is closed. This decision shall be at the discretion of the tournament director and/or site manager.
Disputes
All disputes will be settled by the Tournament Director or his designee and the decision will be final.
TOURNAMENT CANCELLATION
Pro rated refunds will be made in the event the tournament has to be cancelled. The rate will be determined based on all tournament expenses incurred up to the time of cancellation.
Teams withdrawing from the tournament after the application deadline will not have their application fee returned unless another team can be found to fill their spot.
In the event that Friday or Saturday games are cancelled, games will be rescheduled for Sunday and played as 25 min games with no half time. If time permits, finals may be played as regular length games, but this is at the discretion of the tournament committee. No refunds will be issued in this event.
**NOTE: FINAL RULES WILL BE PRESENTED AT THE TOURNAMENT. COMMITTEE RESERVES THE RIGHT TO MODIFY RULES UNTIL THE TOURNAMENT DATE.
